Andy Proctor, MPA, is the FHLBank Topeka Affordable Housing Institute director as well as a lecturer in the Department of Finance at Metropolitan State University of Denver. He has comprehensive experience in affordable housing including policy, finance, development, preservation, asset management, and project management.  Andy currently teaches Intro to Affordable Housing as well as Intro to Real Estate. In addition, he teaches a non-credit curriculum for industry professionals titled Introduction to Affordable Housing Finance.

With more than 28 years of broad professional experience, Andy has held leadership roles with the City of Boulder and State of Colorado Division of Housing. In addition, he served as an Underwriter for Low Income Housing Tax Credits. Andy is principal of Proctor Housing, LLC advising clients in how to solve affordable housing business challenges. His clients include Enterprise Community Partners, the State of Colorado, and large regional and nationwide affordable housing developers. Most recently, Andy served as project manager for two major homeless reduction initiatives for the State of Colorado. These included funding five Homeless Navigation Centers across the Denver Metro Area, as well as repurposing the Ridge View Supportive Residential Community in Arapahoe County Colorado. Combined, these represented a $145 million investment in homeless reduction, resulting in facilities for up to 1500 people per night to have an alternative to the streets.

Andy earned his Master of Public Administration from the University of Colorado – Denver and a Bachelor’s degree in Geography with a concentration in urban planning from San Jose State University. In community activities, Andy was Mayor Pro tem for the City of Lafayette, Colorado, and currently volunteers at Denver’s Downtown Aquarium.
