Chris Finnegan currently serves as an Assistant Regional Director for the FDIC’s Dallas Region, a position he has held since April 2009.
Chris, who has over 23 years of regulatory experience, oversees the Consumer Compliance, Fair Lending, and Community Reinvestment Act (CRA) examination functions in six of the Region’s eight states, including Arkansas, Louisiana, Mississippi, Oklahoma, Tennessee, and West Texas, which includes oversight of nearly 500 financial institutions ranging from small rural community banks to large multi-billion dollar regional institutions. He has previously served as the Field Supervisor for the Nashville / Knoxville and the Oklahoma City / Lubbock Territories; a Senior Compliance Examiner in the Memphis, Tennessee Field Office; and an Examiner in the Baton Rouge, Louisiana Field Office. Chris has also been an Acting Associate Director in the FDIC’s Washington Office, and is a Certified Regulatory Compliance Manager (CRCM).
He has taught or presented at numerous regional and national conferences and schools, including the Graduate School of Banking at Colorado, the Bank Operations Institute at Southern Methodist University (SMU), the American Bankers Association (ABA) National Compliance Conference, the national CRA & Fair Lending Colloquium, and Compliance Schools / Seminars in numerous states and territories, including Arkansas, Colorado, Louisiana, Mississippi, Nevada, New Mexico, Oklahoma, Puerto Rico, Tennessee and Texas.
Chris is a native of Laurel, Mississippi, and graduated Magna Cum Laude from the University of Mississippi. He also graduated with honors from the Graduate School of Banking at the University of Virginia, and completed the Senior Executive Fellows (SEF) Program at Harvard University’s Kennedy School of Government.
